I think what happened is the DLC was broken for anyone that wasn't inside a building when they first installed the update but that's absolutely insane for any decent game release even by Bethesda standards. Deleting the DLC files manually (six files all beginning DLCrobot) reloading the game and saving again, replacing the DLC files, and then rebooting the game making sure to finish listening to the radio message (until the quest pop-up) before leaving the interior or doing ANYTHING to trigger a loading screen.
